Sihong Economic Development Zone Logistics Park: A Model of a Digital, Modern Logistics Hub

According to China Food Safety News (Liu Hong), the Fourth Meeting of the Central Financial and Economic Affairs Commission, held on February 23 this year, highlighted the need to improve the modern commercial and trade logistics system. Furthermore, at the local "Two Sessions" in 2024, governments in many regions also included the development and enhancement of rural express delivery and logistics distribution systems in their 2024 government work reports.

In fact, against the backdrop of accelerating the development of a unified national market, the enhancement of commercial and logistics infrastructure has received significant attention from the state. In July 2023, the Ministry of Commerce and eight other departments issued a notice on the "Three-Year Action Plan for County-level Commerce (2023-2025)," which explicitly proposed establishing a rural commercial system coordinated at the county level, centered on county towns, focused on townships, and based on villages. By 2025, approximately 500 "leading counties" for county-level commerce will be developed nationwide, and a batch of county-level logistics distribution centers, township commercial centers (large and medium-sized supermarkets, farmers' markets), and new rural convenience stores will be built or renovated.

Against this backdrop, a number of integrated logistics parks have emerged nationwide in recent years. The Sihong Economic Development Zone Logistics Park, a Jiangsu provincial-level PPP demonstration project and a key project for Suqian City, is a prime example.
